From building and operating the largest personal identification number (PIN) registration Web site and database in the U.S. federal government, to capturing and managing biometric information in support of tax collection in Mexico, Vangent’s solutions help organisations to effectively manage identity, enhance security and achieve their programme goals.

Comprehensive business process transformation is required for any new identity management programme. In support of this we deliver business process architecture, modelling, re-engineering, implementation and the necessary supporting operations.

Application and Enrolment Capability

Vangent provides fast, efficient and customer-friendly application and enrolment processing services.

Through the integration of all the necessary components—people, processes and technologies—we are able to deliver solutions that accurately collect biographical facts, biometric information and a variety of evidence documents to enrol people in identity programmes. We perform these services at both fixed enrolment centres and mobile sites. We also support the application and enrolment process through customer interaction call centres and interview scheduling services.

For one client’s identity management programme, Vangent installed and maintains the enrolment equipment and associated furniture for fixed locations and mobile units. We also hire, manage and supervise the teams that perform the enrolment service. Understanding of Biometric Technologies

Biometrics—the automated identification of a person based on physiological or behavioural characteristics—is becoming the foundation of a wide array of personal identification and verification systems. These systems offer several advantages over traditional personal identification methods using ID cards or PIN's. Biometrics-based systems require that the person actually be physically present at the point of identification, while not requiring the person to remember a PIN or carry a token (e.g., ID card). Biometrics is increasingly being used in such applications as physical access control, computer log-in, welfare disbursement, international border crossing and national ID cards.

Vangent designs and builds highly secure identification and personal verification solutions using advanced biometric technologies. These solutions support the scanning and data capture of persons subject to the process and the database storage of such information as digital photographs, digitised signatures, fingerprints and other personal identification data. Our biometrics systems are designed to help clients enhance security and reduce identity theft and financial fraud.

Identity Registers

Vangent provides master databases to securely record and maintain personal identity details. These identity registers are linked to other government systems to share identity data and support joined-up, “one-touch” service delivery. They provide a single, secure and trusted source of personal identity data to support identity checking services, enabling customers to prove they are who they say they are and agencies to verify customers’ eligibility for specific services.

For example, we provide a London local government with an identity register, or master database, of borough residents and businesses to support efficient, holistic service delivery and help to ensure that public services are not abused. The identity register includes all scanned evidence to support residents’ and businesses’ identity and eligibility for each and every service offered. This eligibility evidence includes photos, passports, drivers licenses, letters, etc.—approximately 5-10 pieces of evidence per customer are stored in the identity register. The register supports a single view of any customer, including details on financial integrity, children’s welfare, partner arrangements, etc., and provides the in-depth knowledge to ensure each customer’s eligibility for specific entitlements. At a later stage the identity register will also provide customers (residents and businesses) with secure Web access to their data and the ability to update their data online, subject to verification by authorised representatives.

Production and Delivery/Issuance of ID Cards

A key component of many identity management programmes is the creation and delivery of identity cards or documents. Vangent can provide the infrastructure, resources and operations management to efficiently issue and deliver a range of identity cards and documents. For one government client, we manage the entire process of issuing drivers licenses, including the collection of basic personal information, test administration, collection of fees and issuance of plastic cards with digitised photos and signatures, with two levels of security to prevent alteration and duplication.
